You must enter Italy on a long-stay visa (Type D), then file for a Permesso di Soggiorno within 8 business days of arrival, and register at your local Comune. After 5 years of continuous residency, you can apply for permanent residency.
The Permesso di Soggiorno (residence permit) is the document that authorizes a non-EU citizen to stay in Italy beyond the visa period. It must be filed within 8 days of arrival and renewed periodically.
