Yes. Americans can freely purchase property in Italy. There is a bilateral treaty between the US and Italy that allows citizens of each country to buy property in the other. You do not need to be a resident to buy Italian real estate.
For a primary residence ('prima casa'), registration tax is 2% of the cadastral value. For a second home, it's 9%. Plus fixed fees for notary, land registry, and mortgage registration taxes totaling roughly €500-1,000.
